The simple story is that Europe has recognised the drone threat and is building collective security capacity. It is partly true, and too clean.
The protocol gives Europe the authority to call a meeting. The authority to act stays with 27 capitals.
Three practical tests decide whether it becomes more than a signal.
A shared picture, fast Can governments agree on what happened before disinformation muddies the attribution?

Consequences in time Can it hit the attacker fast enough to change Russia's incentives?

Unanimity is the deeper problem. The protocol would run on the rule that has blocked or delayed sanctions on Russia. Deniable attacks are often followed by online activity that blurs who did it, so a rule that needs all 27 to agree on attribution puts the information operation inside the decision loop.
Under unanimity a single government holds the rest. At 15 of 27, a blocking group needs 13. That gap is the whole argument about how fast Europe can answer the next probe.
